Considering running a honour guard in my Blood Angels list, wondering what people feel is the best loadout,number of meltaguns? Blood champion worth the points etc.?

Champion isn't really worth while. If you have the points give the 4 Honor Guard melta guns and flamers, that way they can take down anything in the shooting phase.

I would say convert the models from chapter master/Honour Guard into Captain/Command squad.
The honour guards are grossly overcosted. there goodish at cc, but that's it.
the command squad is great shooting, and okay at assault. the biggest thing if FNP, with out that, i would say honour guard. They can take plasma and be less afriad of blowing up in there face.
then can take a chamipon and be cc-ish, but at that point you really just go honour guard, you get cheaper cc upgrades (you don't need the cc help unless your running all sniper scouts/deve's)
Anyway, this is a good way to load your squad out

No we don't have command squad in our 'dex. But cheers for the help anyway. I currently have it kitted out with 3 melta guns and i was waiting to see where to put the remaining points, i.e another melta or a blood champion. I'm going to be running them along side 3 melta/melta 10 man assualt squads and 1 flamer/flamer 10 man squad.

I built 2 so far. One is 4 plasmaguns and a Novice all with jump packs, and one is 4 meltaguns and a Novice. The unit with the 4 flamers is on my modelling table right now.

Sanguinary Guard and Vanguards can bring the fast CC punch, but Honour Guard are by far the most efficient concentration of special weapons.
