Hey, I've scoured the BRB for help with this question, but to no avail. I might of course be missing something.

If my opponent is in cover, behind sandbags, with his models huddled at the edge, so that there is no space inbetween his models and the cover, and my unit is on the other side waiting to charge him, what tests/penalties do I incur, and how would I position my troops for CC?

Would I make a difficult terrain test in this situation? Would I attack at Initiation 1 assuming neither of us has grenades?

And lastly, since I can't make base contact at the front of the sandbag because his units are huddled too tightly, do I have to go around, or can I move in to base contact with the sandbag and count this as base contact with his unit? i.e. fighting over the top of it.

Well you must agree beforehand how you classify terrain

This would normally be classed as diffiult terrain, I would guess.

Assuming it is DT, then you would need to roll, but you could go over it, no need to go around. Look up Wobbly Model Syndrome.

If it is something that can easily be moved, remove the terrain temporarily for combat. I can't remember where but I know I read somewhere that if something like sandbags (oraegis defense lines, fences, etc) prevent you from moving into b2b you can move up to the terrain feature and "count as" b2b. Don't know why I can't remember where though..

Greebo had spent an irritating two minutes in that box. Technically, a cat locked in a box may be alive or it may be dead. You never know until you look. In fact, the mere act of opening the box will determine the state of the cat, although in this case there were three determinate states the cat could be in: these being Alive, Dead, and Bloody Furious.

The Planetstrike rulebook makes use of the "You're in base with the model if you're in base with the aegis defense line".

Also, I do believe in regular 40k, you would indeed use wobbly model syndrome as Steelmage99 suggests.
