A set of rules just for fun, I don't know if this has been done before, but I thought I'd have a go. Note I've missed a couple of the shouts out because they don't really work in game. Works as an upgrade for any lord.
Make any character Dovahkiin (must be a lord)- 150pts
Make any character Master Dovahkiin (must be a lord)- 205pts
A normal Dovakiin may select 2 shouts. A master may select 4.
Once a shout has been used, you must wait one turn before you can used any again effects always last for 1 turn, unless otherwise mentioned.
Animal Allegiance- A Shout for help from the beasts of the wild, who come to fight in your defence- Select any unit or character within 12"(can also be used in combat). Selected unit takes 3D6 strength 2 hits. If the character is within a forest of any kind, the strength is increased to 3. If the character is in combat +2 to the total.
Aura Whisper- Your Voice is not a Shout, but a whisper, revealing the life forces of any and all.- Select any character or unit within 24". That unit cannot benefit from any kind of cover from shooting or magic that are fired or cast by the Dovahkiin
Become Ethereal- The Thu'um reaches out to the Void, changing your form to one that cannot harm, or be harmed.- For one turn, you gain a 2+ ward save for one turn, but cannot attack in any way.
Call of Valour- The valiant of Sovngarde hear your Voice, and journey beyond space and time to lend aid.- "Call of Valor" allows you to access one of the heroes in the Hall of Valor. It summons a ghost of a once great hero to fight at your side, though not as powerful as they once were, they are still mighty warriors.
They have this profile:
WS: 5
BS: 5
S: 4
T: 4
I: 5
A: 3
W: 2
They have a 5+ Ward save, Immune To Psychology and stubborn.
They have: Heavy Armour, Shield and a Hand-weapon.
They appear anywhere within your unit. If the character is not within a unit, it function as a separate unit that is starts anywhere within 2" of the Dragon born.
They last for one turn, but you have to roll a 5+ and they will stay for two.
Dismay- And the weak shall fear the Thu'um, and flee in terror.
Select any unit within 6". They must take a leadership test on -1.
Elemental Fury- The Thu'um imbues your arms with the speed of wind, allowing for faster weapon strikes.- The dragonborn has +2 attacks for that turn.
Fire Breath- Inhale air, exhale flame, and behold the Thu'um as inferno. An attack that can be used in combat. Place the flame template anywhere starting from the dragonborn. Everything fully under it takes a S3 hit with -2 to armour saves, anything partly under it takes a S3 hit with no change to armour saves.
Marked for Death- Speak, and let your Voice herald doom, as an opponent's armor and lifeforce are weakened. Select a single character within 6". they are at -1 toughness and -3 to their armour save for one turn.
Slow Time- Shout at time, and command it to obey, as the world around you stands still.- Character has Always strikes first for that turn and a 6+ ward save if they do not already have one.
Whirlwind Sprint- The Thu'um rushes forward, carrying you in its wake with the speed of a tempest. The character doubles his move for that turn.
Sadly, I could not think of making decent rules for FUS RO DAH! (Unrelenting Force). Post any ideas?......
I imagine that this needs a lot of tweaks, but it's a start.

Fus-ro-dah: Range 12", target unit takes 2D6 Str4 hits, target unit is moved directly away from the Dovakiin D6". Alternativly, the Thu'um may be used in combat in the exact same manner as a breath weapon with a Str of 4. If this is done the unit struck by the hits counts as having zero ranks for this round of combat.

Storm Call: Attacks made in the Shooting phase that target a unit within 2D6" of the Dovahkiin suffer -1 To Hit, and weapons which do not roll to hit may only be fired on the roll of a 3+, until the start of the Dovahkiin's next turn. Flaming Attacks have no affect on a unit within the 2D6" during this period. Furthermore every enemy unit within the 2D6" of the Dovahkiin suffer D3 S4 hits, and all spells from the Lore of Heavens gain +1 to any casting attempts until the end of the Dovahkiin's next turn. --- Seems okay to me, Flaming Attacks not working is universal, as is the -1 to hit with shooting; the 3+ to fire weapons like cannons isn't as harsh as spells like Iceshard Blizzard, the D3 S4 hits isn't very extreme, and the easier casting of Heavens spells is also universal. For Animal Allegiance I would force Beasts and Cavalry to pass a leadership check before attacking the Dovahkiin; if they fail then they have been subdued and talked out of attacking (but may strike blows against his unit instead). It's no different to taking a Fear check against models with Flaming Attacks.

I don't necessarily like rules that apply to individual units like this because they are balanced within their army. I.e., having uber spell casters be able to go Ethereal pretty much takes away their only weakness and makes stopping them vastly more difficult.
I think it would be better to try and apply these rules (or similar) to a specific army book. That way it would be vastly easier to balance. Even if it's just for fun, a Lord of Change that's Ethereal half the time with a 2+ ward isn't as fun as all that.
I believe numerous of these rules would work well in Beastmen, where it wouldn't be nearly as OP as some other armies.

Having it apply to one race would be nonsensical considering that the Dragonborn is not race-specific, and if it were to be one race then the only fitting army would be Warriors of Chaos due to the links between the savage warriors of the frozen north and the Nords of Skyrim.

The rules and idea behind them really lend themselves to a series of linked battles, rather than a fixed price upgrade to any lord.
Maybe fight a series of battles of escalating size, and at the end of the fight if the army led by the Dovahkin has been victorious he gets access to another shout. Eventually end with a showdown against that dragon who's name I've forgotten.

That would indeed be great and amusing. I for one, would like to see my Tomb King or Liche Priest use a shout, since they are both lacking vocal cords. (Query: Could wizards be the Dovawhatsit?)
Also, the dragon miscast thing would be good, but you'd have to buy (And Paint  )at least one dragon. What if you got multiple miscasts?
