So this is my first army list, so please forgive any wtf moments you may get from reading this. Any comments would be greatly appreciated. I am aiming for a tank heavy army that can pound away while my troops buffed by the commi and priest go in as a distraction.

Sorry, a lot of this is going to sound nasty, because this is not a very good list. You have too much of everything and not enough of anything. And the everything you've selected by and large isn't good either. Spend points to make your army better at what it's good at, not less-terrible at what it's bad at. HQ: Even with special characters you will never make a CCS better than average in close combat. You lack reliable anti-tank, your BS 4 CCS is your only chance at it. The priest isn't worth the points he costs. Neither is the tech priest. Troops: Your troops choices are minimal and the ones you have are understrength and over-tooled. Grenadiers is worthless in a world where AP4 is common. A PCS is not good at close combat and can't really be made good at it. A PCS should take 4 of something (flamers are the cheap choice, melta or plasma are also popular) and that's it. The standard and power fist are over-priced trash. That many points for a S6 attack, swinging last, in a small unit without ablative wounds? Seriously? In a power blob you never need more than one vox. I don't see the value of even a single vox (except possibly in gunblobs). You need more than 2 squads to be a blob though. 3 is common, 4 may be too many to maneuver. Hunter killer missiles are an expensive, low-strength one-shot. If they were 100% to-hit they wouldn't be worth it, at 50% it's an insult. Fast: A single multi-laser sentinel won't accomplish anything. The Banewolf will get shot to pieces too quickly to do anything. The Vendetta isn't terrible, but one will die quickly. Heavy: I'm confused about how your Russes are squadroned. The Battle Tank is the best choice, the Demolisher is an acceptable alternative, the Vanquisher would be possibly worth it at BS 4 but not at BS 3. The Basilisk isn't terrible, but one of them with no bubblewrap infantry support (because you only have two troops choices, each with problems of their own, that have to try for objectives) will get killed by deep strikers. EDIT: Keep in mind that with 6th Edition on the horizon (be it pancakes or something else) some of this will change. You may want to hold off on buying for an army list that may get changed by the new edition.

OK thanks for the help. Would you say plasma guns and plasma pistols are worth using? And do you suggest I just make all of my infantry veterans and cart them in Chimeras?

Plasma guns are some of the better ways of knocking out MEQs. Plasma pistols are probably not worth it because of their short range versus their cost.
MechVet is a valid choice if that's the look you like. If you run vets make sure you take full advantage of the 3 special weapons and the BS 4 that the vets have. 3 melta or 3 plasma are the usual choices.

I'm not particularly interested in mech/vet. What are the viable options with infantry squads? Get a 3rd squad and make a gun blob? And when you said they were understrength, did you mean they need more numbers (the 3rd squad) or more weapons? Finally, what other army choices are there, essentially?

With IS, you have 2 main options: Powerblob or fireline. With powerblob, you bring a commissar, give everyone you can power weapons and melta bombs, and either take flamers or meltas as the special weapons. The point here is to use guardsmen as disposable units as you wait for the commissar and sgts to strike back.
The next option, fireline, is lining up squads of guardsmen with heavy weapons along with a back support of heavy weapon teams. They need a Lord commissar to make them stick around, but if done right can lay down a lot of firepower.
Other than footslogging guard and mechvets, there are not too many successful builds out there. Hybrid is difficult to tweak correctly and run. Aircav is ok, but having to squad your birds makes it limits. Lastly, artillery guard is also ok, but will rely on sitting back and shooting the enemy to death.
