The Terrorgheist' shooting attack is directed at the steam tanks leadership - it rolls 2d6 and adds to the wounds of the gheist. You then compare that number to the tanks leadership. This is a magical attack with no armor saves allowed. Will this wound the steam tank as it's written? I think yes but I'm not confident on that because of the steam tank rules regarding passing characteristic tests and such.
Also there was a unit of etherial cavalry with vanguard. My oppoent wanted to vanguard the unit - then during his movement phase move his vampire up first to the unit so the unit could march. We're not entirely sure if that's possible - if all movement is done essentailly at the same time or what not. I don't have the VC rulebook to see either what the march restrictions are (if it's at the beginning of the movement phase they can only march of they're x close to a vampire or if it's at the start of their movement activation). It seems daft that a unit would make a vanguard move of 12 inches, then sit and wait for a vampire to march up so they can then sprint another 16 inches. Feels...... not very fluid.

This isnt a characteristic test - you are never taking a leadership test, simply checking one result (2D6 + W) vs another value. So yes, you can scream a tank to death, assuming it has a Ld value at all.
No, movement is sequential, at all times. This is entirely allowable. Youre playing an IGOUGO game and are worried about fluid????
Also it is within the Generals Inspiring presence radius - not ANY vampire can allow them to march, the unit has to be entirely vampiric OR within generals IP rule

Thats correct, The unit just has to be within 12" from the general when they go to march.. If he didn't march the units around the general before the general marched close to the cav., the units left behind won't beable to march.
btw. Its not within the generals IP distance, Its within 12". If the general is on a Large Target, the IP is 18" but the march "bubble" is still 12".

Ah yes, hadnt spotted that - it is a straight 12" from the general. Hmm, maybe a dragon led army isnt viable....shame!

The opponent of the OP here, to start thanks for the feedback on both questions. I just reread the rule for the counts and I am glad you mentioned that it is only the general that allows march, thought it was still 12" from general and 6" from vampires, that is gonne change up how I run some things heh.
