From what I can tell it's a solid, all around army. There are very few units in the High Elves book that is horrible and has NO use. Especially in there plastic range. I'd say go for it while ya can if ya want a High Elf army.

Honestly?
I would seize an opportunity and start with Island of Blood starter set. Or better yet, multiples. You'll net in tons of Swordmasters, Seaguards, Chariots, Characters(one on Griffin), Cavalry...
Then there's a sea of Skaven, rulebook and such...
