I have had a lot of luck, with 5 man sternguard squads in drop pods.

Give them enough meltas to do the job. Either use them to tank hunt, or snatch points.

Your scout squad needs a missle launcher.

I also reckon that Sternguard are best in an "alpha-strike" role when dropping in a pod. As you can fit 12 in a generic SM pod its great to maximise the squad and then add your IC. However, if you are going to go this route you need to take at least 3 pods and transport for your other squads so that they are not left isolated.

When equipping them forget the heavy weapons and load up on combi-weapons. I run mine now with Lysander attached as his re-roll on their special ammo can be devastating - plus he is pretty tough in CC.

9 in a rhino is just expensive. Only two can shoot anyway when in the rhino.
Then not taking heavy weapons so they can shoot from rhino. So meltas and combimeltas.

I would use melta and combimelta with the tactical squad as I use one squad of sternguard heavy flamer+combimelta as the antiifantry rhino.

las/auto preds instead would be better as long range antimech is always useful.

Unless you wan to go the drop pod route which is whole other ball game.
