Since I'm kinda low on cash and that GW is... well... GW, I have to start SW small... really small. So here's what I thought :
Wolf Guard BL : Frost Blade, Runic Armor, Wolftooth, Saga of BS
Rune Priest : LL, JotWW, Chooser, Wolf Tail Talisman, Wolftooth Necklage
3x WG : 3x Combi-Melta, 3x Power Fist
Lone Wolf : 2x Wolf Claw
5x GH : Melta, MoW
5x GH : Melta, MoW
5x GH : Melta, MoW
5x LF : 4x ML
total : 849 pts
So basically the idea is to make a fun but still functionnal list, but at cheap money cost. So here's what I would need to buy :
Space Marine Commander (to make my WG BL)
Space Wolves Accesories Frame (to make my WG BL)
Rune Priest
2x Space Wolves Pack (for the 15 GH, 3x WG and the LW)
Space Marines Devastator Squad.
On GW this would cost me 183.50$.
On eBay this would cost me 184.90$
INCREDIBLE!
There is at least one case where buying from GW is better than buying from eBay!

I can see a few problems with the list and the items you need to buy. First your using 5LF with 4ML but with the items listed you will only have 1 model that follows WYSIWYG with an actual ML. Also you don't need the Space Wolves Accessories Frame since the Space Wolves Pack comes with enough extra bits you can customize the commander. Honestly I would just buy 3-5 Space Wolves Packs and just make all the characters such as the Rune Priest and WG BL using the box set. but you'll still need to get the other MLs for the LF which I would just search ebay.

mmm. Interesting. But how would I make the Rune Priest? Seriously I have no idea how to convert or make a RP with a SW Wolves pack. Any advice on the modeling? Automatically Appended Next Post: yeah so I've searched the web for cheap ML and it seems that even 1 single ML cost 8.26$ (the lowest cost). So if I did that, that would give me (assuming in a perfect world I can find 3 ML at 8.26$)

So I talker with my friend that told me to ignore the WYSIWYG rule and just by the regular devastator and make them act as proxy like if they had all ML

Pretty much to make the RP just pick a body and legs with a head and for the weapon you could either give him something like a power sword to work as his runic weapon or model him with a gun if you want to. For my RPs I bought the Dark Angels Company Veterans Squad off the GW site then just picked weapons from my spare bits. I used the hooded helmets for 3 of them and then i used the spare grill head from my ven dreadnought. with the extra veteran body i made my lone wolf and gave him a templar helmet. I then added shoulders and other bits from my left over space wolf packs. My original RP was the space wolf pack guy with the wolf pelt on his back then i gave him the power sword and plasma pistol from the space wolf pack as well. pretty much like this http://www.games-workshop.com/MEDIA_CustomProductCatalog/m500511a_99120101078_SpaceWolvesPackMain4_873x627.jpg except i made the sword more upwards and i didn't use the banner on the backpack.

Regarding the List:
1) I would just drop the WTN off the Rune Priest. You have WS5 so you are going to hit on a 3+ anyways. Against anything else, well they'll probably have a higher Initiative and they'll probably have a Power Weapon attack. This means you are dead in close combat since you can't get an Invulnerable save (and the 5+ from Terminator Armor isn't really worth it in my opinion; mind you I still have a Rune Priest in Termie armor model)
2) I've personally had no luck with Lone Wolves that don't take a Storm Shield. My friends heard too many horror stories and have fired AP2 weapons at them just to get rid of them before I get them into combat with them. Your mileage may vary, but I personally am stuck with the Storm Shield. The one I have that doesn't have a Storm Shield is only 55 points and just has Mark of the Wulfen and two Fenrisian Wolves.
3) I strongly advise against taking such small units in such large number in mech lists. To do so in a foot list is folly. Even at 1000 points, the chances are they are going to get picked apart. I recommend taking at least 2 10 man units. You get an extra special weapon for free and are likely to reach the enemy. I'd also recommend the Wolf Standard and if you can fit the points, a Power Weapon as well.
4) The x4 ML Long Fang unit is expensive money wise. I'd play a few games proxing different weapons and see how they perform. To be perfectly frank, I take a slightly more expensive x3 HB and x2 LC squad that is WYSYWIG because it blows up roughly the same number of tanks for me. I get called out on this one when posting lists by people that are obsessed with the efficiency of the x4 ML, but at $12 USD + a pop, I'm not going to waste my time and money trying to take a large squad of guys that can't hurt a Land Raider.
So I would just say, proxy a few games. See what combination you like. See what its weaknesses are.You may end up still doing x4 ML but I wouldn't worry about it and I wouldn't put any arms on the Devastators (unless you use magnets) until you are happy with what you will be building.
For the purchasing:
1) I ended up buying 2 Space marine Commander boxes myself. Combi-Melta and Combi-Plasma are nice. Making myself an Inquisitor out of one now and used the other bits to make my Wolf Guard more awesome.
2) I love this old frame. Its nice it gives you a plastic Meltagun. Also, the Power Fist and Power Weapons are nice, and different than the ones in the new Space Wolves pack. I'm going to be using it myself so that my army has different looking weapons, even if its the same wargear selection.
3) A Rune Priest is just a guy in power armor or runic armor with a runic weapon. Its more how you paint him than build. For me, I have two. I have a Warrior of Chaos (fantasy) conversion with the two handed axe from the Space Wolves box. I gave him the beakie helmet that has runes all over it as well. For the other I have a Terminator from the Forgeworld Space Wolf Terminator Conversion pack, coupled with bits from the Space Wolves Terminator box set and the power sword that has runes carved into it from the Space Wolves pack.
GW also sells a decent one in power armor if you want an "official" one.
Starting a new army is always rough, especially if you have played larger games before. Its easier if a friend starts a new army with you. Then you can play simple Combat Patrols (4th edition mission) where you just have a single squad of guys and slowly build it up from there.
