I'll try to clarify more on my question. I've noticed some units can move and shoot and some can't apparently. Like a space marine can't move and fire a rocket launcher, but a Termagaunt can move and fire his weapon with no real penalty.
How am I supposed to know what units can move and then shoot and what units can't? Furthermore, if anyone can explain to me the logic behind the those rules that would be even more appreciated.
Feel free to comment on something I didn't clarify on or fethed up all togehter on.

The weapons descriptions starting on BRB page 28
The weapon type will tell you if you can move and fire or not,
From your example the rocket launcher is a heavy weapon and can't normally fire after the unit has moved.
GW tries to add fluff in some of the descriptions, but for a las cannon or most sniper weapons it takes time to aim at a target or to lock on to a target, or that the model is bracing itself to fire a weapon that has a lot of kick to it. A rapid fire or assault weapon is designed to fire from the hip as your squad advances on the enemy.

I just have the small rulebook. I imagine it must be in there somewhere. I looked a couple times and didn't find anything though.

Page 28 of the main rule book. Small rulebook and the big one are the exact same for rules page numbers.

The BRB and the small rulebook have the same page numbers for rules.

Some times you can look through the book hundreds of times and miss something and someone can point out to you right away. It's always better to ask a silly question and learn than to not ask and remain ignorant.

It's worth pointing out that you should also read the section on unit types as there are a few that confer special rules that modify when they can fire weapons.
