Okay, so I'm actually pretty confident about this list. Although I have a few questions about so potential improvements. First a note on the techmarine, I had 75 points to spend and wasn't sure what to take. With all of my dakka preds, I figured that'd he would be handy to patrol my deployment zone, keeping all the guns firing. Fortunately this brings me to my first point, should I have all those dakka preds? If not, I can free up some points there and with the techmarine to get some different cool stuff. Other than that, I think it looks pretty good. I'd love to hear your thoughts!

A lot of people will suggest to you to grab a Librarian instead, but that's really only if you're going to be playing in tourneys with this list.
To keep the list as is, you can drop the Techmarine and get a MM/HF Speeder for those 75 points, then you'll have 5 points laying around.
Changing the list though, I would change the Razorbacks to Rhinos. You really don't want to hop out of your transport to fire off that Melta and assault the contents since Tac Marines aren't great in combat (Unless it's that Combat Squad with the Captain in it).
I'd also give the Scouts Camo Cloaks. If you really want to use Telion, I suggest you get the most out of him by giving the unit a ML. That'll cause role confusion though since you'll want to be shooting at tanks with the BS6 ML, but Snipers aren't that great against tanks even with Rending (Remember they count as S3!). So I'd drop him altogether.
3 Dakka Preds should be good, I haven't had the experience of using 3 since I never purchased a 3rd. However, I do suggest you drop one to add another MM/HF Dread in Pod so you can have two come down on turn one, rather than a lonely one.
Then, I'd add in a HB/TML Speeder.
Using these suggestions, your list will look like this:

Telion gives the squad stealth, so no need to buy cloaks FYI.

I like your improvements, but where does the captain go? and the scouts don't need cloaks, because telion gives them stealth for free. that's in the new core rulebook FAQ

The Captain joins one of the Combat Squads in their Rhino.
And me not knowing Telion gives Stealth shows just how much I use him (ie never).

If this is a tournament list, I suggest going with Ares initial statement of including a librarian.
I guess this depends on the meta, but eldar, GK, SW, BA etc. it would be extremely useful to have some psychic defense.
That's why I believe the Libby is a worthy HQ.

Drop the techmarine, change down to a librarian, get rid of the fists[5 men will not last that long anyway]. This frees 155.
They are the only things not fully pulling their weight.
I would upgrade to lascannon sponsons. If you really care about antiinfantry down grade to heavy bolter razorbacks.
