The Black Periapt in the vampire army book allows you to save up to two power/dispel dice to use as dispel/power in the next player turn.
Against dwarves his item is entirely pointless right, my understanding is that dwarves do not generate dice so you do not get any dispel to store?
Also if you were to save some of your power dice would they stay there until your next magic phase or do you loose them when your opponent has no magic phase?

In fact dwarfs are required to have a magic phase, roll the dice, and then not use them. They can dispel RIP spells if they want, or if they've taken a storm of magic wizard they can use them. However, the winds of magic don't quit blowing just because there are no wizards in the army (true of any army if they didn't take a caster).
In other words, the periapt works just fine against dwarfs. Really te problem with magic against dwarfs is that they normally run 2-3 scrolls (since it's a rune not a magic item they can duplicate it) and get a number of extra dispel dice for free, which makes it very difficult

Alright cool, very good to know.
I was playing a tourney dwarf list on the weekend and he didn't have 3 dispels but he had 1 that makes you loose the spell and +5 dispel dice, -1 power dice :(

Runelord rune of balancing, 3 rune smiths. To be fair Empire can do something similar - arch lector and warrior priests
Dwarfs do NOT get additional dispel dice just because any more, they get a +2 to dispel.

Actually, only a Runelord with Balance, an Anvil of Doom, and a Runesmith, I would bet.
+1 DD for Balance
+2 DD for Runelord (probably general, with spelleater and ward/defensive runes)
+1 DD for Anvil of Doom
+1 DD for Runesmith (with balance and defensive runes)
-1 enemy PD for Balance
Total: +5 dwarf DD, -1 enemy PD
