An assault cannon fires hundreds of shots per second according to lexicanum, (represented in-game by assault 4) but a punisher has twenty shots, how much is that? thousands of shots per second? The model does not look like it's capable of that.
The different rate-of-fire(s) in game are more a result of in-game balance, rather than their realistic RoF I'd imagine.
Same with many weapons (e.g. Shuriken, Heavy Bolters) I expect.
