You always have to pay for any aircraft that might be available. In fact, in some of the Early War lists, the Allies can only take interceptors to drive away the enemy air support. If your list doesn't have access to aircraft, then you can't get any.
If you're looking at a German list and it doesn't have access to air support, then it's probably a
LW Western Europe list. This is because by 1944 the Western Allies completely dominated the skies in Western Europe to the extent that German aircraft providing ground support were almost as rare as unicorns. In fact, Market-Garden pretty much relied on that fact (it involved massive daytime paradrops, which would have resulted in catastrophic losses of transport aircraft if even small numbers of German fighters had been able to oppose them). So no air support, and no opportunity to drive away the hated Jabos. Or the even more hated Grasshopper.

Correct. Assuming that the AAA teams are in range and don't have their line of fire obstructed by woods or buildings.

See above. And you should find plenty of air support options in all of the Allied lists (the Eastern Front Germans get air support as well).
Just wandering if people take planes alot and should AA be a almost complusory choice?
Basically how effective is the air support?
Some people take it. I like it. Others don't. They say that it's a waste of points.
Note that the air support rules are going to get some changes in V3. It'll be MUCH nastier against targets in the open (automatic range in) and much less effective against targets in cover (only one chance to range in).
