You might want to clarify that you're looking for Early Imperial, as opposed to Early Republic (i.e. pre-Marian).
Unfortunately I can't help you on the minis front. They're not really that hard to find, but I don't have any experience with the brands so I can't provide advice as to which are better. On the rules front, I can provide the following suggestions -
My local store owner loves WAB, and swears that one of these days he's going to start playing it again. He is extremely annoyed at the fact that he can't stock the rules in his store.
Field of Glory is popular in a lot of circles, but there are also a lot of people who seem to strongly dislike it. I've seen claims that you can often tell who's going to win the battle once the army setups are complete.
Impetus is apparently reasonably popular. There's a free version of the game called Basic Impetus that's available on the official website. You can download it along with a number of simple preset armies for play. If you like it, then you can move up to regular Impetus.
Rick Priestly, of
GW fame, recently (at a game convention in the
UK last April,
iirc) released a new set of Ancients rules called "Hail Caesar". It's very similar to his age of musketry game, "Black Powder", but for obvious reasons the emphasis is on hand to hand instead of shooting. I've heard generally good things about it. He posted some developer notes on the Warlord Games website that describe enough of the details of the game that you should be able to get a general idea of the game mechanics.
