They altered the main Eldar Codex in 4e to give you some of the same options you used to have. Saim-Hann got Jetbikes as Troops, Biel-Tan got Dire Avengers as Troops, Alaitoc got Rangers as Troops, Iyanden got Wraithguard as Troops (though you have to buy a lot of horribly expensive models to do it), and Ulthwe got...well, they were sort of the default list anyway. You can still build a themed Craftworld list, but it's now possible to do it within the main Codex instead of needing a side book to do it.
