Are there still official rules for playing a themed craftworld army ala the craftworld codex their used to be?

They altered the main Eldar Codex in 4e to give you some of the same options you used to have. Saim-Hann got Jetbikes as Troops, Biel-Tan got Dire Avengers as Troops, Alaitoc got Rangers as Troops, Iyanden got Wraithguard as Troops (though you have to buy a lot of horribly expensive models to do it), and Ulthwe got...well, they were sort of the default list anyway. You can still build a themed Craftworld list, but it's now possible to do it within the main Codex instead of needing a side book to do it.

You don't have to actually play an Alaitoc list to run rangers as troops, they just always are. It's up to you to theme how you like.

Same for jetbikes and dire avengers. You don't have to be any specific craftworld to run those unit as troops.
