I'm looking to collect my Skaven currently to 3000pts before I end it, as I like the idea of larger games (though 2000pts seems to be the norm)
I have a list atm for 2000pts but I only have works in progress for 2500 - 3000pts and it feels a bit week.

A few things to note really, I have a Warlord on Blood Horror which I aim to fit into at least 3000pt army, for anyone who doesn't know it its a forge world piece, comes to around 400+pts I deally I would like to fit this in. But the current issue I have at the moment is I feel like I'm lacking the amount of hammers I would / should be bringing to the table in a larger game, they don't really seem to increase from 2000pts in my lists.

a MUST for my army, a rule I stick by pretty heavily is maintaining a 1:10 ratio on rats:points. I've found this seems to be somewhat of a requirement to remain competitive.

The alternate list is without the use of Plague monks, though I do prefer plague monks over stormvermin on account of wanting to feature a plague furnace over a screaming bell at 2500pts and the fact that from 2 ranks of 5 they can pull out about 30 attacks alone while being toughness 4.

What I'm after really, while I'm fairly solidly confident in each of my lists listed above I can't for the life of me work out ways to expand these lists to 2500-3000pts whilst remaining competitive, as the higher the points value goes the more my opponent gets at there disposal to deal with my strengths while I seem to feel like I'm just putting out too much points with little returns.

Well, your first 2 lists are over the points cap.

I'll offer some pointer on your main list:
Your globadiers have a lot of toys for such a small unit. I'd drop all the extra stuff from the unit, and use the points to give the gutter runners poisoned attacks, and slings if you're feeling it.
Any leftover points go towards getting your BSB a decent ward save so he will live through more than one round of CC. Skalm for the grey seer would also be a good buy at this point.

To expand to 2500, another unit of clanrats or 2 would be good, as well as a 2nd unit of gutters.
Any remaining points go to kitting out the grey seer.

For 3000 just add the brood horror as is.
But the brood horror does not need all the toys. You could easily drop the breath, and claws to free up some points on the horror. For the warlord; you could get by with armor of destiny/halberd. If you're feeling like a little trickery add the stubborn crown.
The horror should be maneuverable enough to not get caught up by ethereal guys, and if he is; send in the gutter runners (with the poisoned upgrade) for some support.

Any unused points up to here; just fill them with clanrats.

I have the allowance of 10pts above or below for my 2000pt lists under friendly conditions.

The thing I want to try and do is get in a furnace for the list with the plague monks which causes me some problems really in doing that.

The first list would benefit more from clanrats as I could probably go without a bell or furnace given there's no plague monks in the list with stormvermin.

I'll consider all help and info put here though I'm not very experienced in larger games.

You could fund the furnace/plague monks by dropping all the weapons teams from your list at higher points.
Losing the teams isn't that bad, as with the furnace you gearing for a more CC based list anyways.

Alternatively I could go for 2 different lists for 2500 and 3000 similar to how I work my 2000pts. The only difference would really be 2000-2500 as the 2500-3000 only really consists in adding a warlord.

So removing weapons teams and taking a more CC orientated list based around the plague monks opposed tooo

the stormvermin list 2000pts to 2500 which will focus more around template weaponry.
