If you split a 10 man Assualt squad in to 5 man combat squads would you get the 35 point reduction on dedicated transports on both squads or just the 1 as a whole?

You would only get it once because combat squads is done when the unit is deployed not when the army list is built.

Basically, the two squads are one squad for the purposes of list-building, but two squads for the purposes of play starting with the moment of deployment.

....IF you want them to be 2 squads.
