I am in the process of building a new Deathwing army for a close friend. He's military and wants it finished by the time he finishes his current tour. I'm responsible for playtesting it and I'm actually intending to take it to Wargamescon this summer. I took a pure GK Terminator army last year, so I wanted something different this time around. Personally, I've been thinking about trying out Deathwing for a good while. I nearly built them myself last year after the updated FAQ, but I went with Dark Eldar instead.

With the announcement of a possible new codex in April or May, I realize that would affect the tournament, which is June 21-24.

Long story short, the army will either be made terrible, thus my buddy will have wasted a lot of money, or awesome, which means everyone else will buy and field them, which he won't be fond of either. I'm now expecting everyone and their dog to have Deathwing armies at Wargamescon. The amount of GK players last year was absurd. Plus, changes to the codex may necessitate a lot of money "updating" the army as well.

I think an updated DA codex will likely have other effects -
Ld 10 on librarians, changes to Ravenwing, some fluffy change to make all DA unique. My one suspicion is that the Deathwing will not see many changes. They will remain flexible in their makeup but inflexible in squad size.
I will also suspect that a DA codex will not approach the idiocy levels of GK so it will not be the codex of choice. A new release of minis may do that but otherwise I would never suspect that a DA codex will be overpowering.

I'm hoping so. I'm just glad it ain't my army. I'm actually in the process of selling everything but my Dark Eldar.

As long as your friend is 100% set on them whether they get the new Codex or not, I say plow on, theres lots of help/advice/ideas out there for DAs depite being "old".
