So I was browsing through the new forgeworld Appoc book yesterday with some friends and came across the eldar venoms. It was noticed you could take star engines on them. I pointed out that you could move 6" (combat speed) in the movement phase and then use the star engines in the shooting phase so that the squad inside may fire after moving 18". The rules for shooting from a transport state that you cannot shoot if you go cruising speed. Star engines allow you to move 12" in lieu of firing and as far as i understand this only applies to the vehicle. As Eldar do not have open-topped transports this has never been an issue before. It was argued against me (bitched really) and the phrase "spirit of the rules" was used. I would like to know how you interpret it.

RAW it is allowed, RAI it is probably not meant to be allowed. That being said though, not being able to fire out at cruising speed is, IMO, a poor rule to begin with.

As much as I love my Eldar, I would argue no, in this case. I see Star Engines as allowing you to move further (similar to Flat-Out) which means that embarked models would not be able to take any voluntary actions.

Greebo had spent an irritating two minutes in that box. Technically, a cat locked in a box may be alive or it may be dead. You never know until you look. In fact, the mere act of opening the box will determine the state of the cat, although in this case there were three determinate states the cat could be in: these being Alive, Dead, and Bloody Furious.
Orks always ride in single file to hide their strength and numbers.

This doesnt have any backing in the rules, however.

At the time you wish to fire out, the vehicle has moved 6" or less. You then use the star engines, and the vehicle can move further.

The wording of the rules does not state 6" or less. It states if you moved cruising speed you may not fire and that is key as it is a technical term for form of movement.

This is slightly late, but for the sake of closing the topic (because I had the same question), the Eldar Codex, page 44 under Vehicle Upgrades, Star Engines:
It may move an additional 12" in lieu of shooting, but troops may not embark or disembark that turn.

The vehicle giving up the chance to shoot denies embarked models form shooting in the case of Stunned/Shaken and Smoke Launchers - this is implicit as revealed by the FAQs, so I'd apply the same reasoning here.

This does introduce a timing issue - what if the embarked models have already fired? I'd rule that Star Engines cannot be used, but it is a further complication.
