I have been told in the past that lord of the ring modals are not legal to use for bits or modeling for 40k, due to copyright/legality issues. If this is true I’m having a very hard time finding any documentation as such on the GW website or its affiliates. If this is the case can someone direct me to the black and white that states this.

"Not legal" is a misnomer
GW run tournaments are likely to state you cannot use them if you wish to be considered for Best army, as they take photos of these and their licence is quite restrictive in this regard - but only for THEM.
For anyone else - i've never seen a non-GW tournament care one jot about LoTR stuff

GW isn't allowed to combine the two games.
You can if you want, but the scale is way off.
Basically you are free to do wht you want, but GW won't photograph or publish anything to do with your collection if they two games are mixed.
Not that they're running around photographing everyones armies or anything.

Nobody is combining the two games, the OP wants to use GW models and bits for a different game, using the different game rules.

Greebo had spent an irritating two minutes in that box. Technically, a cat locked in a box may be alive or it may be dead. You never know until you look. In fact, the mere act of opening the box will determine the state of the cat, although in this case there were three determinate states the cat could be in: these being Alive, Dead, and Bloody Furious.
Orks always ride in single file to hide their strength and numbers.

This is correct, but even if its only for publication I would like to see the document. GW is publicly traded company, so there is a relatively good chance the license agreement for LotR is floating around out there somewhere to be viewed.

Tolkien Estate/New Line didn't want to see GW make a LOTR game that was the same scale as Warhammer, or to see the games mixed in anyway. This is a limitation on GW, but not on an individual gamer. You can buy the models and do whatever you want with them.
But...If you were somewhere that GW was taking photographs, they won't photograph your army, say if you won Throne of Skulls, or Armies on Parade at Games Day. You also might have trouble taking an army to a GW run tournament. Not totally certain on that. Always best to check with the event organizer. But playing at a LGS, or your basement, at an independent GT, etc. you shouldn't have a problem with it, assuming you have obeyed any other rules for the tournament.

....and lo!.....The Age of Sigmar came to an end when Saint Veetock and his hamster legions smote the false Sigmar and destroyed the bubbleverse and lead the true believers back to the Old World.

I use lightly converted knights of dol amroth as Rough Riders. The only thing I have to endure during normal games is some of the workers saying "One of these things is not like the other." I then point out it's GW plastic and they have a Cadian torso and they walk on. (They are just bored and trying to have fun I think.)
This is an old pic, I have them on legal bases now.

40k is as exciting as riding a pony, which doesn't sound very exciting.......
But the pony is 300 feet tall and covered in CHAINSAWS! |

Ok all it is was was a while back a guy made an entry into Golden Daemon and won. Now he used LOTR bits in his conversion work. GW wasn't allowed to take pictures of it for copyright issues and publish them.
As for conversion work and GW tourneys it has to be a certain percent of GW model or items like plasicard. So is a LOTR a GW model? Yes. As for local tourneys I don't see why it would be an issue but you may want to ask if your not sure.

They’re basically an entire chapter of Chaplains. CC lunatics. What every Space Marine should aspire to be, if not trapped in a Matt Ward nightmare.
