If I have a squad of 20 boys with a weirdboy attached within 12" of a GK Dreadnought with a Reinforced Aegis, what Ld value do I test on?
Weirdboys clearly can use Mob rule for their leadership value on pg 37 of the Ork codex and reinforced by the FAQ. Mob rule states that they may substitute the number of orks in their mob for their normal leadership value. The Reinforced Aegis causes a -4 penalty to the leadership test. the BRB says that no modifier may raise any characteristic above 10 or lower it below 0. When the weirdboy takes a leadership test to use a psychic power does he test on 10 or 6?
The question comes down to when the cap on the leadership described on page 6 of the BRB applies for each of these rules.
1) # of Orks=21, so 21-4 (Aegis)=17, maxed out at 10
or
2) # of Orks=21, maxed out at 10-4 (Aegis)=6.
I can see arguments both ways. Argument for #1, all modifiers are done at the same time then the cap applies. For #2, the leadership value is determined ahead of time (then capped) then the modifier is applied (no cap applies because it would not be above 10 or below 0. I really don't see any definitive answer here. Is there anything to do other than roll off for which one applies?
As an aside, according to RAW, a single Ork can always choose to fail a leadership test, since I can substitute the number of orks (1) for my leadership value and the rules only states that it cannot go below 0, but it's not, it's going to 1 and I can't roll a 1 with 2d6, so it always fails.

Greebo had spent an irritating two minutes in that box. Technically, a cat locked in a box may be alive or it may be dead. You never know until you look. In fact, the mere act of opening the box will determine the state of the cat, although in this case there were three determinate states the cat could be in: these being Alive, Dead, and Bloody Furious.
Orks always ride in single file to hide their strength and numbers.

The way I see it, this issue would be similar to the IG pysker battle squad and their weaken resolve. If a remember correctly for that one it was you still have other features of rules like stubborn or fearless but you are still reduced to what ever ld. As for the two ways you have posted I would go with the second way as you can not go above 10. But that is just my two cents.

Select LD, apply modifiers. Orks MOB RULE is not a modifier, it is their base LD simply replaced with the size of the mob.
So they become LD 10, they then get -4 to it. They at no point ever had LD17.

Reinforced Aegis happens waaaay too late for a Weirdboyz powers, as it requires you to target a GK unit within 12". Weirdboyz dont find out what their power is until after they pass a test.

The Aegis and Reinforced Aegis give you a penalty to your psychic LD for targeting a GK unit. The Ork Weirdboy rolls his psychic test before determining his power, which means he doesn't target anyone at the time of the test and is thus never effected by The Aegis and Reinforced Aegis.
