A captain can't take a Glaive Encarmine, but a Vanguard Veteran Sergeant can. Can someone shed some light on this?

A glaive encarmine is inferior to the standard power sword due to being 2 handed (The extra attack from the power sword is better than the 1 rerolled attack from glaive) so they probably just felt it would be redundant to include it as an option.

Nah, it wasn't a bad question... the only thing that makes it a waste of time unfortunately is that there is no sensical answer, it is just the way the codex is written...
