A: No, it cannot. The Fleet rule simply removes the
prohibition of assaulting after running.
My question is if its open topped I can still get out fleet and assault. i just need some help to understand this

What they are trying to say is that Fleet, in and of itself, does not override any prohibitions on assaulting other than the one about not being able to assault after running.
In your case, there would be two prohibitions, one for running and one for disembarking. Each is removed by a different rule.
