Can you target the one skaven wizard thats on top of the screaming bell with close combat attacks? Also what are "throwing stars"? Also a change to the rules in a army book update changed strength in numbers from bonus to "rank bonus" does this mean no more then +3?

+3 is the highest bonus you can get from rank bonus.
