Hey, so I've decided to start an Eldar army for the sake of playing in a style different from my Orks list. Since Wraithseers are now legal in regular play, I came up with this list:

A lot of high toughness wounds but with no fortune any army with a decent amount of poision will laugh at this list. Imagine a DE army where assl the shots are either S8 AP2 or Poision 4+ and they're likely to have 80-90 of the later a turn with a 36" range...

Worded poorly, and I may or may not have been misinformed anyway. I didn't necessarily mean tournament legal, but I had been told that the units with a Warhammer 40K watermark in the Imperial Armour books were now legal for standard play. If anyone has information regarding this either to support or decry this, please link me.

Swap Rangers for Harlequins with a Shadowseer....
There is nothing official to say Imperial armour is legal in standard play (afaik), a lot of people will let you use them in friendly play.

Well, I'd run a single Wraithseer and include a Fortuneseer. Moreover, I'd drop one Wraithguard unit and add a Harlie unit for counterstrike and another Pathfinder squad. The Spiritseer should have conceal just in case your Wraithgaurd is left in the open.

Wraithseers, although a HQ unit require you have one other HQ unit other than a Wraithseer as they can not fill a compulsory HQ slot. So, Wraithseer +Avatar/Seer/Autarch to be legal. Go, on, throw in Eldrad, you know you want to

What Morachi said is true, you need another HQ besides your Wraithseer. I run a Wraithseer alongside Eldrad in friendly games, rerollable-FnP Wraith units are just to good to go by.
What others have said before me is good too, Harlequins are necessary for a strong counter-attack unit otherwise you're going to end up with a huge tarpit. Not to mention the Shadowseer counts as a Psyker so that lessens the issue of Wraithsight. Perhaps even drop a Wraithlord and include some Support Weapon D-Cannons? In my mind, this still fits the army theme and D-cannons mess with your opponents mind like crazy.

So I've adjusted my OP accordingly, given the suggestions made. Cut one Wraithlord, reread the Wraithseer rules (Yup, only one can be taken. That's fine; Eldrad is pretty awesome), throw in a counter-attack unit.
The question is, Harlequins or Howling Banshees? I have no experience fighting against Harlequins, though the reasoning for including them is obvious. Howling Banshees, however, I have seen in combat and they did a lot of damage before eating turf. The general consensus seems to be for the Harlequins (and I agree so far), but I'd like to know what your thoughts are on using the Banshees?
