Page 66, main rulebook.
No, if the vehicle moves they can fire but count as moving, and cannot fire at all if the vehicle moves cruising speed.

Keep in mind that the embarked models count as moving, and they do not have a specific ban on using heavy weapons. So, models with Relentless can still shoot heavy weapons. Unless you go cruising speed or faster, then embarked models are explicitly forbidden from shooting anything.

If they have the Relentless special rule, they can fire heavy weapons, since Relentless allows them to fire Heavy Weapons and Rapid Fire as if they didn't move.

Umm, really? I thought you can pop out after moving 12" and shoot assault weapons (melta and such). You cannot shoot from inside.

Right - you can pop out and shoot, you just can't shoot from inside. Grakmar's statement was correct.

You are correct, Leohart. You cannot shoot from inside if it moved cruising speed. There is nothing preventing you from jumping out and shooting, though.
I believe that Grakmar is just referring to passengers that remain inside the vehicle.
