Hello all,
I'm a long time collector but I never even played a WHFB game.
I came upon the chance to buy some 5-6 boxes of Dark Elf Cold One Knights at an interesting price, and I'd like to know if I can make an army out of them, what's the best loadout, and if need be, can I use Black Ark Corsairs as "troops"? I'd rather have a small cavalry army, but if I must include foot troops, I can also get them with a discount.

Your cold one knights are an elite choice...so only a maximum of 2 or 3 squads I think...
Corsairs are core units, so you can have em
Outfit some with handbows for ranged fights, ad others with twin hand weapons, this way you have different squads for different situations

Thanks! By the way, is there a percentage system or anything? Or I can have two small core regiments and the pump the rest into the beasties?

Yes, there is a percentile system for WHFB. It's something like this:
25%+ MUST be spent on Core troops
up to 25% may be spent on Lords
up to 25% may be spent on Heroes
up to 50% may be spent on Special
and up to 25% may be spent on Rare.
All cav lists kinda suck for 8th right now. The cold one knights are still good, but work best in a balanced army list.
A decent list for CoK's is the Cauldron of Blood army. It's basically the Cauldron backed up by a Lv.4 sorcereress, min Core, and Cold on Knights, hydras, etc.
Just do a search for Cauldron here in the army list forums.

COK get run in two ways.
Small units of 5 with only a musiciain are used as flankers and to smash enemy flanking and maneuver units. This provides decent punch at minimum price.
Large units of 10-14 with full command and magical goodies (Standard of Hag Graef is a popular choice, ASF is particularly handy if the unit gets stuck in a combat). This is often accompanied by an Army Battle Standard Bearer with the Hydra Banner (giving them extra attacks on the charge) and an Unkillable Dreadlord (Heavy Armor, Sea Dragon Cloak, Dragonhelm, Pendant of Kaeleth, Crown of Command and a great weapon). This is a very nasty hammer, but not quite a full Deathstar (even with a 2+ AS, T3 means they take wounds pretty easily).

Truth be told I'm a little turned off by the fact that they can't be run as an army of their own :( But I do like the miniatures a lot, and might be able to buy 30-ish to eventually paint/salvage/resell. Thanks to everyone for the advice!

Even if all-cav armies worked well, you couldn't run an all-cold one knight army. Cold One Knights are special choices, and can take a maximum of 50% of your army points, and you are also required to have a minimum of 25% of your army points spent on core units.
You can do an all-cav list; you'll need to fill your core with Dark Riders. But that list is pretty weak compared to a more balance combined-arms approach. Even the Brettonians - an army based on medieval knights - perform better with some infantry backup.

That was just the thing Vulcan, I'm used to 40k where you can (almost) do a themed army - Loganwing, Deathwing, "orkwing", biker armies, mostly genestealer armies - But I think that with the ideas that you've given me (i.e. using Ark Raiders as core) I might be able to do something with a lot of cavalry. Or I'll just hoard up on them, since I can get them relatively cheap and the miniatures look amazing!
