People say all the armies are equal, but yet most armies get insane rules or op weapons and tanks, so which army is the most op?

If we're talking from a fluff perspective, Necrons come off as the most militarily power. Though since the Newcrons are fragmented, in-fighting, and more concerned about honor then galactic genocide, this greatly reduces the military threat they'd pose united under the C'tan once more.
