Well, you can use the old GK codex....

To represent the army, you could use a Veterans heavy IG army, or a Scout SM force.

Grey Knight codex. You can take inquisitors and henchmen for the inquisitors. Henchmen can be equipped with carapace armor and hellguns as per stormtroopers. Unfortunately they're only BS3 though.

Inquisitorial Stormtroopers have been purged from the game, the best you can get are Inquisitor Henchmen with Stormtrooper equipment (which aren't as good/elite/cool). Only the GK Codex allows Inquisitors anymore as well. It sucks like that.
