I'll start by say that my only experience in table top gaming is 40k for about 5 yrs now. I have heard about Force on Force rule books and i an full of questions, particularly interested in future wars.
How are these books used? with models from another range or do they sell models (i could not find any)
what about something similar to a codex? is one needed?

You use them as rulebooks. Force on Force is modern combat, Tomorrow's War is near future.
You can use any range you want, in almost any scale.
For Force on Force, there are books that are sort-of period specific - Vietnam, Desert Storm, Cold War - but no Codices, since the rules don't use points.

No force organization chart. There are stats, but it's a scenario based game where players determine what forces are going to be used.

FoF as written is designed for any scale from 15mm up to about 28mm. Rather than have an 'army list' that you work to you generally have forces dictated by the scenario you're playing. The rules also deal with asymmetric warfare (regulars vs irregulars) so for example you might have 2 fire teams of US marines versus a random number of insurgents.
Tomorrows War is the sci fi version using basically the same rules, I understand.

Actually, the rule books DO include platoon organizations for a bunch of countries. The theater books have more organizations specific to those, and a bunch of historical background and scenarios for that theater.
I suggest joining the Ambush Alley Games forums and asking questions there, you should get some decent feedback. As mentioned, try that quick start set because it will expose you to the basic mechanisms. If you don't like them don't waste your money on the book.

Just to drive home the point, if you're looking for near future or sci-fi combat, you don't want FoF. You want Tomorrow's War.
It has everything you need in one book, including force lists. It is made usable for scales ranging from 15-28mm.
There are some miniatures coming out that are being marketed for TW by Ground Zero Games, but TW can be used with any figures. We've used Pig Iron, VOR, Reaper, Privateer Press and many others.
