Okay if I have seven bikes and an attack bike can I join an IC to the squad and then combat squad the bikes? If I six bikes and attack bike I presume I could join two ICs and combat squad the bikes ...

I am working on the premise of needing two squads ...
5 bikes in one
3 bikes and an attack bike in the other

You need a 10 man squad to combat squad.

You do not count IC's when you combat squad. They have zero to do with this rule.

For bike squads you do need eight bikes and one attack bike. The attack bike counts as two models for combat squadding purposes only.

Am attack bike counts as two. So with the ICs there are ten. Now can I do it or not.

ICs don't count for figuring out if you can combat squad.

You have to take a squad with EIGHT bikes and an attack bike before you can combat squad. Then there has to be five bikes in one squad, and three bikes plus the attack bike in the other. Independent Characters cannot make your squad eligible to use the Combat Squads option. Any Independent Characters you had would be able to join either the 5-bike, or join the 3-and-1 bike squads.

IC's don't count for the number needed for combat squading but they also don't count against your total so you can have a 10 man squad with an IC and still be eligible to combat squad as combat squad is very specific that its 10 man squad broken into 2 5 man squads otherwise you would be at 11(10+1IC) which would be to many for the combat squad rule.
