CCS in the middle for maximum regimental standard coverage.

The only problem I see with the list is thta you have melta weapons in infantry squads with hevay weapons. I can see their use for when the enemy gets up close, but the lascannon's and missile launcher's would do a better job at range.
Other than that good list.

The meltas are just there to intimidate enemy vehicles from coming too close, it also serves as a useful counter against drop pods/ deepstriking vehicles.
Do you think that this list will have problems with Venom spam? Mass vehicles and poison shots might be a real issue to this army.

Most imperial guard armies I have seen struggle against dark eldar, especially gun lines. It really depends on who gets the first turn and how many shots you get in. I haven't versed dark eldar yet myself so I can't really comment there.

Alright, how do you think this list will fare against Razor Spam BA? Their plasma guns/lascannons could insta kill my HWSs, while the assault marines could really mess up my Infantry.

I think this list would be able to survive razor spam, if you used cover right. The amount of missile launcher's should be able to take out the razorbacks with any amount of luck. Against the assault marines, the massed fire of the infantry should be able to survive.

Cover is your friend. But seriously, a Lord Commissar to sit back and babysit your HWSs means they practically have to wipe the entire HWS to remove it.
I also think your blobs need Commissars, power weapons, and melta bombs. As without 'Bring it Down!', those BS 3 Lascannons are near worthless.
You know that your going to be static, so your going to get assaulted. Be ready for it. Expect it.
I am not a fan of MLs. The CCS at BS 4 should have a LC and the BS 3 guys should have ACs.
I would seriously try to fill in those Special Weapon slots. I like throwing Sniper Rifles in the PCSs to make them MC hunters, and due to the Rending rules, you have a slim chance to glance AV 12 with them, or ignore armor saves. Tossing a plasma in the CCS might not be a bad thing either.
I would consider dropping a Platoon and replacing it with a Vet squad or two. For 135pts you can have 3x Plasma guns and a LC. Tossing Forward Sentries on them makes them more expensive (165pts), but increases their survivability. Keep one Platoon for the HWSs.

I think you are going to have massive leadership issues. You have a lot of pressure riding on that company command squad. Since you have no commissariat presence whatsoever, most of your stuff is leadership 7 or 8. A cagey opponent can focus fire on your company command squad and wipe out your standard and your good orders early and easily. After that they can play the leadership game and your army will break apart. I'd consider at least putting cameo cloaks and possibly a medic onto the Company Command squad. That would allow them to absorb more fire power, which would increase the effort your opponents need to wipe them out- especially venom spam, and simultaneously protect your leadership bubble and orders.

I think if you want to run the first list drop the meltas in the Infantry squads to grendae launchers, and then have 20p. Put that into 4 grendae lauchers for your pcs so they have 2xgrendae autocannon.
