that one looks very nice a well! where did you find it (or did you make it yourself?)
anyway, always remember the painting rule #1: you dont have to stick to what others tell you. do accept advice, but if someone says "you must paint those like this blah blah" dont listen. You are painting for yourself, not for the GW fanboys who only accept models that look like the ones on the boxes ("your space marines are wrong, there are no blue/white marines! blah blah, you have to paint them like ultramarines....)
so take my advice: yes, take that sheme, it looks very good

What do you have so far? And what kind of playstyle are you looking for? Speed or resilience, combat or shooting, armour or numbers... these things will influence your choices (though having chosen eldar you've made some choices already, and some will be made for you no doubt). You could just copy paste a 'winning' list from some tournie but that's no fun, and might not suit you to boot. As for painting, do a few test models to try out ideas you like and get the feel for them. Remember you may have to paint 50 of those and some tanks or walkers, so don't overcomplicate things. I see you've already got a couple of armies; I hope I don't sound too condescending. Don't teach your grandmother to suck eggs...

Invest the 30 pounds in a farseer. there really is no better option, cause farseers are the most awesome unit in the eldar codex! they can do really nasty stuff to your opponent, i hate them for that (i play orks....)
they allow you to reroll saves, to-wounds, to-hits....
get one (or better two...

banshees are meh, and only work if you have a transport.... if they walk they'll die, having only a 4+ armor save and t3......
but if they drive to the enemy and charge (and the farseer dooms the enemy) then theyll kill most anything with an armor save
but rather get farseers....

Love the color scheme you came up with. You should feel free to invent your own craftworld and story line to go with it.
What kind of a force do you think you want to have? I second the suggestion for a farseer. Eldar tanks are some of the coolest in the game, and a large part of the ability to win in the current system.
Howling banshees really do need doom along with them, and they won't usually survive a second round of assault. I prefer striking scorpions myself for close combat.
To counter the heavy use of tanks these days, fire dragons are a near must have unit. The eldar have crazy easy access to melta weapons with them.

I see... So your suggesting I have a farseer, striking scorpions instead of howling banshees and definitely use fire dragons because of their easy access to melta weapons, thanks for the tips, (do you have a particular craftworld /color scheme you like?). Automatically Appended Next Post: I might use the idea of a group of escaped eldar from Malan'tai (the craftworld destroyed by tyranid special character 'The Doom of Malan'tai') who have found refuge in other craftworlds and are slowly rebuilding their civilization, ready to take revenge for the lives of their fellow eldar

i totally agree on uing dragons in a falcon! (but serpents work just as well....)
also, warwalkers are awesome, especially when you put scatter lasers on them; 2 lasers per walker, three walkers per squad, gives you 24 s6 shots. Now guide them with your farseer (allows you to reroll hits) and youll get an average of 18 hits with that squad! kickass! Sadly, that removes ork boys very well, an average of 15 per shooting phase :(

If you want to have guardians. Start thinking of an Avatar, you need the fearless otherwise warlocks with embolden.
As soon as you talk guardians you need.
A counterattack unit: Varies with the army but you could go for harlequins, howling banshees, striking scorpions, wraithguard, or seer council.
Also think of what heavies you want to bring. This - to me - sets out the flavor of your army.
Walkers - firepower with a shot at outflanking.
Falcons - troop holders and good S8 firepower
Prism - Nasty AP2 blast templates
Wraithlord - High toughness - good AT (with EML & BL)
HW Platforms - Poor choice in 5ed world.
Spinners- Indirect damage and movement inhibiters.
Dark Reapers - Deadly but brittle.
The pressure in any eldar list is on what heavies you are going to take. For instance, 3 dark reapers with EML and fast shot could form your core. Then your guardians are primarily there to defend them. OTOH, 3 falcons and your guardians are there to harass while your falcons are going to do the work at range with last minute objective grabs.

how is this counter-army list: physic power not included (sorry I don't known where the list is and this is off the top of my head) 800 pts farseer in unit of 9 howling banshees 10 guardians with bright lance weapon platform 10 guardians with bright lance weapon platform wraithlord with star cannon and two flamers how is it bad and how could it be improved

Brightlance - sadly is not a real good choice for guardians... BS3 just makes you too much of a hit miss army. Personnally I like either scatterlasers for the volume of fire or EML for the blast template or the lucky S8 shot being more flexible.
Wraithlord - with the understanding that against your cousins the dark eldar it is crap (poisoned weapons don't care about toughness). My suggestion would be to mount your brightlance on it with perhaps an EML or leave it a starcannon. The EML/BL is going to make the lord your anti-tank. The starcannon is going to make you a real MEQ/TEQ killer.
Banshees meen you need a doomseer. Otherwise perhaps two small unit of banshees as the exarch with the executioner is going to be the real killer in the unit with the others just being lucky bonuses. Your guardians are going to benefit the most from guide as this is going to take them from 50/50 to hit to 75% hit. So you can add stones and have a doom/guide seer.
I know this is boring but examine 10 dire avengers with a SS/PW exarch with defend and bladestorm. With fortune, this is a resilient unit, with doom and the farseer attached, this can form an effective support and counterattack unit for your guardians while also providing lethal 18" ranged fire on your opponent. With guardians, you have to usually do a movement dance with your opponents to suck him into 18" so that you can finally guide and doom him when you move your 10 guardians within 12" and pepper him to death with S4 catapult fire.

When I ran Eldar this was my toughest unit. It was capable of wiping out even the toughest opponents through sheer volume of fire.
I also recommend Scorpions over Banshees,

Scorpions can perform better than howling banshees due to AV 3, S4 attacks and +1 A from the mandiblaster. Howling banshees will outshine them if we are purely talking taking on MEQ or TEQ targets.
Figure it this way 10 scorpions charging generate 40 attacks, 20 hits and 10 wounds versus WS4 T4 targets. 10 Banshees will generate 30 attacks 15 hits and 5 wounds.
So the difference becomes the armor saves so against orks the scorpions will kill 8+ orks whereas the banshees will kill 5. OTOH the scorpions will kill 3+ marines on average whereas the banshees will kill 5. Likewise against non power weapon attacks say 12 from a tac squad they will generate 6 hits and wound 4. The scorpions will suffer 1+ kill whereas the banshees will average 2 dead.
Just IMO, but if I am not going to spend the points on a wave serpent, I would take the scorpions whereas if you get a serpent, I would probably go with the banshees.
The biggest decision an eldar has to make is if he is going to mech-up his army or not. You give up a lot of firepower to mech it up but you gain in mobility and survivability. You are looking at a core of guardians so you have a basis for doing a foot eldar army but you could just as easily take your 2 10-man guardian squads and make them an auxilary part of a predominanty mechanised eldar army. That is your first choice. By going with a wraithlord, you seem to be leaning to a footdar list rather than mechdar but you are not highly invested at this point.

also, dont forget harlequins, they have their purposes too. ignoring terrain and being very hard to shoot (if you have a shadowseer), they can get into cc and do serious damage even when footslogging. if you fortune them (allows to reroll saves) they can be pretty tough, having 5+ invun. also, rending weapons and furious charge come in handy.....
in addition, they are ws 5, so theyll hit most stuffs on threes.

Love the idea for the doom of malantai survivors. A foot based army may be more fluff appropriate in that case as well. Survivors may have taken to the webway without the support of large numbers of tanks.
@Dark reapers
I love dark reapers, and try to squeeze a three man squad into any list I run. An exarch with a tempest launcher can cause a half a dozen wounds on a marine squad that ignores their armor with fast shot. Or use the crack shot ability and re roll wounds and ignore cover.
I've based most of my eldar army around Maugan Ra and his home craftworld of Altansar, though it has become an addiction and I'm well on the way to 25,000 points.
