Servo skulls prevent infiltrators and units making scout moves (prior to the game!) to come too close.
How about outflankers which arrrive from reserve? Do servo skulls work here too? I can't tell from the wording.

I've feared that this is true. So (outflanking) Wolf Scouts cannot be banned from the deployment zone.
