Well, it used to be the Prism since it was a Falcon (with all the requisite bits) with additional bits to make it a Prism, but I don't know if the new Prism comes with the old Falcon bits. It would be pretty easy to convert the Prism to be a Falcon though.
And depending on the leniency of WYSIWYG in your local scene, you can counts-as Falcons for Wave Serpents (and vice-versa) as long as you make the turret weapons switchable via pinning or magnetics.
If I had the option between the three, I'd get the new Prism just so I can have a Nightspinner.

The new prism doesn't come with the old falcon bits. The falcon turret sprue has been switched out for the fire prism/night spinner turret and weapons. The bottom hull is the same for the Falcon and Prism kits, with the Wave Serpent being a bit long due to its transport capacity (achieved by hull lengthening bits).
At retail the wave serpent is $5 cheaper, comes with more bits, but it's a transport and doesn't have the really fun guns. But honestly what I would do is put the Fire Prism, magnetize the gunz as Gavin Thorne suggested, giving you the Night Spinner as well. I'd take it a step further and magnetize the turret and buy the falcon turret on ebay so you could have all three. Falcon turret sprues are pretty cheap now, or you could just find a pulse laser from a Falcon, magnetize it, and use it with the Fire Prism's turret too.

I would say that th fire prisom is a good choice as you get lots of pwiddy bits that you can mod the rest of your eldar with and its a more powerfull option ^_^
