Seems pretty solid.

Here´s some minor nudges:

That Battle Conclave is to small. I´d recommend Uriah, 5 DCA´s and 4 Crusaders in a Rhino. This is the only good melee unit in your army; you WILL need it to save your bacon in most games. The only good thing about CC for SoB is that they´ll probably get whiped out on the turn they get charged so you can shoot whatever charged them; if they somehow manage to stick around, that´s usually horrid for you.

Consider taking Saint Celestine as well, she´s awesome now and can CC decently.

I´d drop all the vehicle upgrades (scrap Extra Armor, Storm Bolter, though maybe keep a Dozer Blade or even Extra Armor on the Conclave´s Rhino). All that stuff makes them way too expensive; more stuff > slightly better Rhino´s.

The ratio on Flamers to Meltas on the sister squads seems a bit off, but it will depend on your local metagame I guess.

Conclave needs to be bigger or not at all. Remember this is your only counter-assault unit and they're not terribly durable at the best of times. I'd say four more DCAs and two crusaders to soak wounds. If you're going to throw them in with the fantastically-wonderful-stupendously-outrageously-illegally sexually-splendiferous-fudge coated-super HQ that is Jacobus you may as well spring for a decent squad.

Agree as well on rhino upgrades. They're huge point sinks that cost almost as much as the units they're going on, never good. Saturate the field, boys (girls?) before toys. Besides, your rhinos have smoke launchers and a 6++ standard so they've already got a bit of baseline defense.

I'd definitely splurge on a TLMM for the immo. Remember it gets that delicious scout move meaning you can be in prime melting position by the first turn. Its one of our army's best gimmicks so milk it for all its worth.

All in all I'd say its a solid list, just needs a bit of tweaking. Kudos on passing over the elite's section and never looking back.

Consider dropping the 4th troop for Celestine.Extra points could be spent on combi weapons for squads.

Too many points spent on pintle storm bolters too.

Ok the only problem I see is once your opponent rolls over your doms(and that will happen) you have nothing for the backfield defense or a dreadnought being dropped in you back field. The MM is the best weapon for troops in the back field for anything that makes it back there that shouldn't have.

Just a friendly heads up for you. Dont put up individual point costs/ upgrades as its against the rules.

In regards to the list I personally would drop on the your Troops and add Celestine and upgrade one of the other squads with twin meltas. As well drop one flamer from the double flamers and add a heavy flamer. I know some people dont think they are worth it but myn pay for themselves almost every game. Lastly you might look at instead of putting Storm Bolters on your Rhinos and instead put combi plas or melta on your Superiors.

Celestine is fun and effective, but it might be tough to get her in at 1750. 1850, yes, 2,000 certainly - unless you'd rather go with two Conclaves.

The main thing I would recommend is swapping a Battle Sister squad and Rhino for another Dominion squad in multi-melta Immolator. If you fancy being competitive, you should have three Dominion squads.

I use her any chance I get as she is worth every point and more so. You might also look at going the basic Immolator with flamers, it will come to 145 points and is great for a threat against every army and a major priority for 7 armies. (DE, Eldar, IG, Necrons, Orks, Tau and Nids)
