I don't play Xenos so I haven't see the situation of regrouping a lot. However, it seems that xenos are pretty bad with leadership and they can't regroup when under half strength. Does this mean I just need to shoot and kill a couple of their guys for them to run away like the scums they are? (if they fail their pathetic leadership that is)

Space Marines and variants get ATSKNF, Imperial Guard get Get Back In The Fight!, Tyranids have Synapse, and various have an IC with Fearless (though they tend to be in the forefront as it is) that could force a regroup. Probably some others I'm not remembering.

But yes. Particularly Eldar and Tau it can be easy to get Xenos armies to fall back. I actually think Orks should have kept the Mob Up rule from 3rd Edition for this very reason. Of course, they have to actually fail their roll. Making them take tests is never a bad thing.

My Nids just don't run away, that is until you shoot the synapse creatures to death.

I love army-wide Fearless.

As an Eldar player, it can be a pain watching units fall back unable to regroup, however, being elves, there are always tricks.

Fire Dragons are a fire and forget unit. You kill your high priority target, and your dragons will probably be killed in retaliation. If they start falling back and are left alive, consider yourself lucky, because you can still take pot shots with your melta guns as you fall back each turn.

Otherwise, there is a reason embolden is one of the most chosen warlock powers. It makes leadership 8 far more reliable. Otherwise, Aspect Warriors all have leadership 9, so unless fighting is going terribly, Eldar shouldn't be failing leadership too often.

As for Tau. I don't know much about them, but I do know that bonding knifes are a big help to their leadership.

Morale for Tau...
The base LD of 7 is not very nice, so I always pay to buy the Shas'Ui in my firewarriors or the Shaper for my Kroot. Most of the time the LD 8 keeps me from running away from shooting, and LD is rarely an issue when losing combat, because being Tau, I rarely live long enough to run.
We do have the bonding knife, which for five points is an incredible upgrade. Just the other day the ability ro regroup when below half strength saved my game.

Christ, where do you buy your turnips?
