Few things:
Eldar aren't a 'top' army any more, so really to stand a chance, in my opinion you need a fairly optimised list even against average (not ultra competitive) armies.
With that in mind, 9 Fire Dragons is too much, their primary job is killing tanks, 5 is all you need really, with 9 you've got enough to probably take down a Nid MC in one go, but even then thats not 100% reliable (bad rolls means you won't do it) and will need something else to help, meaning the extra numbers isn't even worth it in that case.
You don't have a wave serpent weapon listed, in general its best to put a weapon to do a job opposite to the unit inside, so in the Fire Dragons case, take a Scatter Laser or Shuriken cannon.
I'm personally not sure on Shining Spears, I don't think they are good enough to justify their high points cost, your unit of 5, probably costs more than 5/6 Warlocks on jetbikes cost (although I could be wrong, can't remember how much they cost, despite previously running Jetseers).
Eldar bike armies are very fragile, your only T4, rather than 5 like Marine bikes. So Jetseers (farseer with Fortune, and minimum 5 Warlocks with enhance, embolden and probably some destructors all on jetbikes) are going to really help, but they are very hit and miss. If you go second, they will take casualties, if you keep them in reserve you can't cast fortune, in DoW you can't have the Farseer and Warlocks on the board to begin with, so can't cast fortune until turn 2. Psychic hoods can stop you casting fortune (and with all the GKs, BA and SW (with their own version) around....). So they themselves, despite being the best Bike unit available are still not that great nowadays.
I think the norm with Fire Prisms is to keep the cost down to 115, not worth bothering with upgrades.
Autarch's are nice, but Farseers are much more useful, with Fortune (if with warlocks) or Doom and/or guide... I would put a Farseer in ahead of a Autarch, unless you go double Autarch for +2 to reserve rolls.
