We recently played a game where there was some confusion on how disembarking, running, and assaulting all work together. Basically we originally thought that when disembarking out of a Transport (lets presume for this situation it is not open-topped) that all you could do is shoot, pending the vehicle had moved and as such you had to sacrifice the movement phase of the units inside. Well basically what was questioned was whether or not those units are allowed to run in in that shooting phase, so Transport moves 6", units get out and choose to sprint/run in their shooting phase. Is this legitimate? If this is a legitimate coarse of action, how does that work wit things like Fleet of Foot and WAGH, would that allow you to than assault since you just ran?

Fleet allows you to assault after running. It has no effect on any other situations which may disallow you from assaulting.

You can run - there's nothing preventing that.

But you can't assault out of a closed topped vehicle that doesn't have a special rule (Land Raider for example) if it moved.

Again, all Fleet does is remove the restriction of not being able to assault after running. It has no effect on any other restrictions which may prevent you from assaulting.

Here is a more comprehensive answer to your question: if the unit disembarks from a transport vehicle that moved, they may Run in the Shooting Phase. If it is classified as an Assault Vehicle, then the unit may assault after disembarking. If the unit has Fleet, then it may Run and then Assault.

Does this make things clear?

Yes. As far as I know, all open-topped vehicles are assault vehicles.

What is special about Open topped vehicles? Aren't they Assault Vehicles?

They have the exact same function as Assault Vehicles (letting transported troops assault after disembarking even if the vehicle moves), but they aren't actually Assault Vehicles.

It doesn't make any difference at all, at the moment. But, if a model had a rule that removed Assault Vehicle, they couldn't touch Open-Topped vehicles.

General rule

Disembark (in movement phase)=regular shooting phase (can run)=/=assault in assault phase

Assualt vehicle/open topped

Disembark (in movement phase)=regular shooting phase (can run)=assault in assault phase (only if didn't run or has fleet)

Also. Remember that even a single pivoting will make your troop no longer be able to move.

And, if you pivot, disembark, you can no longer move the vehicle.
