It appears that they are made out of cork board that the person just broke up into the shape of rocks.

I think Uncool Villain is right. A word of warning though, snowy bases look out of place on most tabletops. Great for showcasing a model, but playing with them in a city or on grass which most tables are looks rubbish!

That is true.
My High Elves are snow based, but I only added little patches of snow to the base. It's enough snow to go with the "keepers of the mountain pass" motive, but there is also enough grass to make it look pretty OK on a green table.

I was asked about a tutorial for bases similar to these, i will dig my camera out and get some pictures, this is the base that promted the request for a tutorial
it is also just cork painted and highlighted.
