I have been playing Fantasy for quite some time now, I have decided it soon will be time to head back to 40K after finishing my Chaos Warriors. I already own Space Marines and want something a little different to then oversized men but also I want a army that is good in shooting and combat, any ideas? Doesn't matter if there good or evil.

You might want to try IG. They are ok in both. You would have to chose one if you were going to play an army.

Eldar (not as much in combat as their Dark kin)
And...(wait for it) Necrons, yes Necrons, though shooting is limited to mostly mid-ranged. Though they'll hit last often, they still have the resilience, tricks, and weapons to make anyone have a bad day in CC

Dark Eldar for the win mate ayye. Dark Eldar are hard to get the hang of but if you play them right you will win most of the time. They're an awesome army.

Small start up costs, and it'll let you see if you like the game. They are fairly strong at both shooting and close combat.

They are however still 'oversized men' which the OP already has (Marines) just with more OTT stuff.

I think he was lookign for a non-powerarmoured army

The only ones that are well rounded (enough) are dark elder. Their pritty cousons are more ranged as are necrons. The thing is, you don't play xenos to be well rounded. Thats what space marines are. You play them to be more specialsed.

Wise words. Though I have to say that Eldar can pretty assault oriented too. Maybe not as much as DE, but still decently and more so than necrons imo.

Tyranids are really limited in what you can take. Some Choices don't fare too well, infact Tyranids only have a handful of good builds. Also, Synapse is a real bitch of a real. With Tyranids, you better like painting a gak load of models.

You need Necrons. Fantastic army and far more flavourful and fun than the monotonous, intelligence-insulting Ravager/Venom-spam-mono-list-cum-overtly-pretentious-fluff-Codex Dark Eldar are stuck with these days.

Venom Spam is just so common because its currently the most "competitive". If thats not your thing, Dark Eldar has several other powerful builds like Wytch Cult and WWP. Both of which offer a totally different feel than venom spam.

As was mentioned earlier, I think foot guard is actually worth considering. Guard shooting is obviously legendary, but power blobs are incredibly capable in close combat. 3 infantry squads and a commissar, give the sergeants and commissar power weapons. What you've got is a squad with a vast amount of ablative wounds, and 12 hidden power weapon attacks (16 if the blob charges). You lose combat every round, because guardsman are squishy, but you will very rarely break since you've got leadership 9 and stubborn, with a re roll. After a few rounds, your enemies will be ground into dust while the power blob remains (albeit with heavy casualties)

So if you like the idea of winning close combat through bloody wars of attrition, Imperial Guard may be the army for you. Taking Straken as your HQ can even give your blobs furious charge and counter attack, which can make them real scary.

DE armies are way smaller, if cost is a concern.

I have both, and my ork army takes half a room to store, cost a fortune, and is going to take me an aeon to paint, and i've been playing orks for 24 years (i'm a reaally slow painter and have replaced most of my older ork models as time wore on...)

AOBR orks are cheap to get on ebay though

DE just got a model redo, and the unit sizes are smaller, meaning that you'd need less investment for a solid army.
There is no AOBR like source of cheap Dark Eldar though, unless you wanted to buy someone's fugly old Deldar.
