I think they did that in an attemt to demonstrate that there are renegade imperial guard regiments. However, faithful guard regiments will not or ever can be allies. The main ones, like the ones with mini's cannot ever be allied with chaos.

What is so strange for some IG Regiment to go traitor?
If you meant on Imperial Guard like entire Imperial Guard in general - not gonna happened, ever.

Let's be realistic, the number of traitor Imperial Guardsmen/PDF eclipses the number of Chaos Space Marines by so large a margin it isn't funny. Probably about as much as the difference between loyal Space Marines and loyal Guard/PDF.

That's why it is kind of sad that traitor Guard/cultists haven't gotten more exposure as an army list over the years.

Marneus Calgar is referred to as "one of the Imperium's greatest tacticians" and he treats the Codex like it's the War Bible. If the Codex is garbage, then how bad is everyone else?

Cypher (CSM special character) used to be able to fight in an IG army. Presumably, this represented the IG mistaking not-so-mutated CSM as SM, since there was no suggestion that this represented a traitor army.

Agreed, Traitor Guard are the underdogs of the setting. They're so common in the fluff, yet so underused and abused. If they made a Codex for 'em, I'd sure as hell build a big ol' Nurgle Traitor Guard force to fight alongside my Death Guard.

Interesting that Eldar can't be allied with Tau, as in Dawn Of War, those were the only 2 sides that respected each other in thet xeno category
