I read through it a lot and it just doesn't make sense to me at all. How do you determine what a glncing hit is and what a penetrating hit is? Furthermore, where do you go from there?

Penetration roll equal to AV=Glancing Hit; Greater than AV= Penetrating hit. Then (assuming you glanced/penetrated) you roll on the damage table for each hit, and apply modifiers.

Greebo had spent an irritating two minutes in that box. Technically, a cat locked in a box may be alive or it may be dead. You never know until you look. In fact, the mere act of opening the box will determine the state of the cat, although in this case there were three determinate states the cat could be in: these being Alive, Dead, and Bloody Furious.

You roll to hit as normal.
Then you roll a D6 and add the Strength of the weapon to it.
If it equals the armor value = Glancing hit. If its greater then the armor value = Penetrating hit.
Once you determine how many of each type of hit you have, then you roll another D6 for each hit and consult the Vehicle Damage chart. Glancing hits suffer a -2 to the roll.
This also applies to melee damage as well.
There are things which effect this at different stages. Like Melta, which gives you 2D6+strength to determine Glances or Pens. AP1 gives +1 on the damage chart(so a 4 would be a 5)
This is all in the vehicle section of the rule book.
