I think there used to something like this in one of the codexes.
I was planning on writing rules for a unit for each army that can do this, and having them be specific to every army. I was also thinking about requiring a certain number of models being necessary to capture the vehicle, otherwise it suffers from being immobilized or something else negative, depending on the number of crew lost.
I'll post rules when I write them, probably starting the IG and then CSM.

Sounds inresting. But I have to say personally I don't like it. It doesn't make any sense being able to hijack a psychically controlled Eldar grav tank. I'm still iffy on crons and sm librarians being able to control/automatically glance Eldar tanks. Unless you have some really good fluff behind it, I don't like it. It would make sense if every tank in the game was like a ig ork or sm tank (pft primitive lol) but obviously not all vehicles are the same. Plus if you buy the unit or squad our whatever, and your facing nids or non mech lists what's the point?

That's actually a really good point. I was hoping to have at least a basic outlines of the rules available by this point.  I do plan to have a unit for every army, that will be customized according to how that army would most likely accomplish that goal.
To compensate for the point that you raise, I could probably do something like specify what sort of tanks they can take over, or any tanks that they cannot take over. Obviously, things like Defilers and Monoliths would be off limits.

I think for this to work, you'd have to include which vehicles can be hijacked fluffwise. It makes no sense for someone to be able to hijack a Rhino. There are multiple people inside. This isn't Halo where its just one Elite inside waiting to be killed. I could understand hijacking Tau Pirahnas, but not much else.

Since Ork technology just... works, they could concievably loot anything, from hotwiring your run-of-the-mill Rhino to shoving mind-control sticks into the brain of a Carnifex and hopping on his back.

Many vehicales also require more then a single person to operate.
A single Leman russ requires up to 6 people with sponsons attached. 1 commander, 1 gunner, 1 loader, 1 driver, and 2 sponson gunners.
if a single entity got into a Leman Russ then at most it could drive it around and fire its hull mounted weapon (which if i recall is operated by the driver alone).
If there was to be hijacking units then they would need to be a squad of units that could dictate what weapons on the hijacked vehcale could operate.
Im sure if a Stormtrooper could he/she could hijack an enemy Leman Russ tank and have the squad take the positions inside the tank.
Also, when it concerns other vehicales lets say there are rules similar to a looted wagon (DONT" TOUCH DAT!) as the crew have no idea how to operate it.
Lets say Stormtroopers could hijack and they jack a Devilfish, they have no clue how to drive the thing so they might hit the wrong button and hurtle forwards smashing into other units (frendily or not) or even hit the wrong button and the vehicale goes BOOM!

I actually thought of that, which is an important point.
I was planning on requiring a minimum number of specialists to be able to successfully hijack the vehicle, otherwise it would begin to suffer effects such as immobilized and weapon destroyed to represent the lack of sufficient operators.
