At before deploying anything, declared that they were not going to be used & show the bolter to be not included in the list & opted NOT to use them during the game. Would that be legal?

WYSIWYG wise? No unless your opponent is ok.

If you have not completed it yet - i suggest you magnetize the doors and the bolter mount...that way you can switch them out easily enough.

And honestly, I don't think I have ever seen anybody effectively use the bolters on the storm raven...

I use the bolters all the time. Run it with Plasma Cannon, Missle Launcher and Bolters. Not too bad of a gun boat, and DC delivery system.

Is it the most points effective thing in the codex? No. But it's fun to use and can be effective.

I find the doors/bolters hold pretty well in place, and 85% they don't fall off durring the battle. Just watch them before and after you move it. Take them off and put them away when you pull it off the table.
