Yeah, pretty big headache for gunlines, that Storm Banner!

Absolutely take the Storm Banner. It's better than the only equivalent (beastmen's Chalice of Dark Rain) and you don't even have to use up character points because you can take it on a unit. Disgustingly overpowered IMO, and you should definitely use it as long as you don't like, you know, having friends Oh but wait, you play skaven :-P

The Stormbanner is an iffy thing, but a steal for 50pts.

I played against a Dwarf army--two Grudgies, two Cannons--where he got to fire each war machine for two solid turns, after which my Banner burnt out. I, of course, got one of my two Warp Lightning Cannons to fire, like someone who still has to obey the Law of Probability. 'Course, it missed anyway. And all four Grudge Throwers landed right on target.

Aside from that silly situation, though, war machines are high risk-reward devices. You're just making the risk even higher. It's a good item, make no mistake. One of the best, honestly. But it isn't very reliable, all the same. I've had a few close calls with my A-bomb, 4+ to fire or no.

The big thing about the Storm Banner is that there are only a few ways to take it. The Chalice can be taken on any hero or lord, including a 75 point Bray Shaman. It also doesn't really hurt Beastmen, whose shooting is essentially nonexistent to begin with. I forget, does it even continue on to the Beastmen player's turn? (My army book is at home.)

The Storm Banner, on the other hand, can be taken by:

The BSB. Generally a bad move as it means he gets no defensive items and thus goes squish.

Storm Vermin. Not one of our most efficient core, and weighs in at a minimum of 80 points (10 Vermin + the SB). Those 10 storm vermin will accomplish basically nothing but having the banner.

Plague Monks. Also weighs in at 80 points (10 monks + the SB), and means that you can't take a Plague Banner. Again, 10 monks aren't accomplishing anything.

The Storm Banner, on the other hand, can stop the skaven player's own Warp Lightning Cannons, Plague Claw Catapults, Doomwheels, Doom Rockets, Plague Wind Mortars, Brass Orbs and Death Globes from being used at all. It also means our Gutter Runners can no longer poison things (-2 for SB, -1 for MS = 7+ to hit), Globadiers can't hit for crap, and Jezzails (as if anyone actually takes them) get even worse.

Really, in the end, the Storm Banner is only marginally better than the Chalice in that it can continue its effect. However, actually taking the Banner requires a bit more of an investment than the Chalice, which only requires a 75 point hero you're probably taking already anyway (lol Herdstone!) and who will still be useful once the Chalice has been used..

Well, i ended up not taking it because i couldnt fit it in there with both the plague banner (which had priority since my monks were my hammer unit) AND enough odds & ends to keep both my plague priest and bsb alive. turns out it was for the best though, as between my WLC an doomwheel i took out a cannon and mortar by turn 2, leaving him with only one more morta that happeed to blow itself up during his 2nd shooing phase. Thanks for the advice guys!

I've never seen anyone run Stormvermin in units of less then 30.

30-40 stormvermin with banner and pushing a Bell with Grey Seer seems to be fairly popular in the competitive circles around here.
