Any suggestions on making a decal not look shinny?

Matte varnish isn't working.

I haven't attempted to paint over the negative surfaces of the decal (which is where the shine is coming from). I really don't want to do that either, since the decal is being applied to an airbrushed model.

It's not shine, it's silvering. You need to gloss before applying the decal and use a setting solution.
