Purgatory.

...is paved in good intentions.

As the title suggest and from a fluff stand-point which Imperial characters/agents/factions accepted the taint of Chaos in order to help mankind. I.e. they thought they could overcome or handle the ruinous powers. So their motives were pure, but their methods dangerous.

The Thousand Sons were more of ignorant of the risks. And justified that the Imperial Truth weakened Chaos sufficiently that sorcery didn't have as bad an effect then as now. Not to mention once the Imperial Truth prevails across the galaxy, the gods would fall apart, once that happened, sorcery would be safe to use.

Do not mistake "Radical" for meaning "Fallen" or "Heretical". "Radical", in terms of the Inquisition, basically means any viewpoint that does not hold enough favour to avoid the more major factions from trying to alienate and ostracise it.
This means that factions like the Recongregators (who exist in all of the major Ordos) are considered radical. Their objective/motivation is trying to change and adapt the Imperium so it doesn't stagnate, which in no way requires accepting the taint of Chaos.

There are factions for which your statement would be halfway true, but not all of them are Radical - The Xanthites, Horusians and Oblationists all attempt to use Chaos in their own way, but the last of those is actually often considered a Puritan faction.

In theory, Thorians are not unknown for such things either, and they're firmly in the Puritan camp.
