So I am considering using an Arnor list using all rangers and dunedain. While reading the list it states for each dunedain you have you can have four bows. So do you still have to have a leader for the warband because the dunedain are independent heroes?

Actually in the list it says for a grey company list it changes the army composition so for every four grey company or dunedain you can have four rangers.
The book doesnt say it changes the army composition, only that you ignore the bow limit in favour of having one ranger of arnor every dunedain/ranger of the north. So i too think you need to have another hero to lead the rangers on top of the previously mentioned bow limit. Interestingly this allows for very strong counter deployment methods since each ranger of the north will count as one warband for deployment. That is how i read the rules in anyway.
