I just got back into the hobby not too long ago. My intention for this list was to have a solid army to practice learning the game, but is somewhat restricted by the models that I have available to me
Heroes
Master on Cold One
Lance, heavy armor, SDC

Have some BG and ex but chose not to field them as might just be a point sink at this point value or with only one sorc. On the hunt for a CoB if anyone happens to have one...
As I stated earlier I am hoping this army list has a nice variety units for me to practice game mechanics, but it would be nice to also have a competitive list at the same time. The people at my FLGS usually play ~2500 so this is also intended to be a starting point to build upon. All suggestions are encouraged...thanks for reading!

Too much in core. Also, for just 13 more points you can drop the bsb and take a BSB cauldron which is way more useful.
I'd say drop the warriors and take a hydra and a few more shades, and give the COK's a musician.
If you are playing with what you own, it's a fine list.

My core is somewhat of a dilemma. I initially chose to take those blocks to practice the the strategic elements of the game (maneuvering, flanking, practicing movement in general) but I also thought it might have been too much. I thought about cutting the cosairs down to 20-24.
Unfortunately I don't have a CoB. I want to playtest the hydra banner master with the Cok. On paper it seems like a nice fast hammer with 2+ save. Any experience with this or a unit of 10 CoK? Debating whether I want 2 5 man units or 1 10 man later.

Well keep in mind that anything on a Cold One is Stupid, and even at Ld9 has a chance to screw you over, which is why I don't run characters with COK's. 30 Corsairs is fine, but you don't really need them AND the spearmen. If you want a more aggressive stance, take the corsairs and RXB's(which are the most durable DE infantry in the army).
I feel you on the Cauldron, I need to order one soon here for my wife(who plays the DE's, I just design them, sadly often making them too hard for my HE's to beat lol).

Would you recommend adding a unit of BG/ex or maybe 2 RBT? I have read that RBT's usefulness and durability leaves a bit to be desired.
Trying to hold out on buying a hydra...at least for this month

BG are excellent. I always take 20 of them if I can afford to. WS5, S4, I6 and 2A each, Ld9, Stubborn, then take Banner of Murder for Armor piercing. The only drawback is their armor, but the ward from a cauldron helps offset that.
Bolt throwers for all elves are a waste of points. They just don't do 100 points worth of damage in a game 90% of the time. You would be better off spending the points on harpies or more shades(you can never have too many shades).
Executioners are not that great compared to BG. only 1 attack, strike last, same armor, Ld8, not stubborn, only upside is S6. Just not worth taking over BG.

Black Guard work well as either as a medium block of infantry (just be aware they are going to be wrecked after thier first engagement) or as a small, expendable screening unit. 7 with a musician are cheap and yet can still wreak havoc on most other infantry blocks. You also present the opponent with a hard choice - shoot at the screen, and let the block behind approach unmolested, or ignore the screen to shoot at the block at -2... and risk not only not damaging the block, but also letting the screen do 14 S4 attacks to HIS block.
Witches can be used the same way, 7 will drop 21 S3 Poison attacks on most combat blocks, or run 30 in a horde with the Banner of Muder.
If you have a spare chariot laying around, you can convert a caudron with a couple of Witches and an appropriate-size measuring spoon...
